Political sensitivities surrounding the second Irish referendum mean that the road ahead for the Lisbon Treaty is less clear than many EU leaders would wish. Since Irish voters rejected the treaty in the first referendum, in June 2008, politicians across Europe have tried to avoid giving voters the impression that the Lisbon Treaty is a fait accompli. If the Irish verdict is "Yes" this time, however, the Lisbon ratification process is likely to speed up, because then only the Czech Republic will appear to be the odd one out. The Eurosceptic Czech President, Vaclav Klaus, is still quite capable of throwing a spanner into the Lisbon works - and the complex machinery of ratification...

Vote counting is due to begin shortly in the Republic of Ireland's crucial second referendum on the European Union's Lisbon Treaty. Opinion polls and informal exit polls indicate that the country will say yes to the treaty - just 18 months after rejecting it in the first referendum. The treaty, aimed at streamlining EU decision-making, cannot take effect unless all member states ratify it. Results of the referendum are due by late afternoon.
