AFP - Counting takes place Saturday in Ireland's second referendum on the EU's Lisbon Treaty, with the country tipped to have voted Yes, averting an institutional crisis across the continent.

Political sensitivities surrounding the second Irish referendum mean that the road ahead for the Lisbon Treaty is less clear than many EU leaders would wish. Since Irish voters rejected the treaty in the first referendum, in June 2008, politicians across Europe have tried to avoid giving voters the impression that the Lisbon Treaty is a fait accompli. If the Irish verdict is "Yes" this time, however, the Lisbon ratification process is likely to speed up, because then only the Czech Republic will appear to be the odd one out. The Eurosceptic Czech President, Vaclav Klaus, is still quite capable of throwing a spanner into the Lisbon works - and the complex machinery of ratification...

Tony Blair's former chief-of-staff is spearheading a diplomatic push designed to make him the first president of Europe, The Times has learnt. Disclosure last night of the role being played by Jonathan Powell threatens to undermine the former Prime Minister's insistence that he is not actively campaigning for the post. Mr Powell is said to have toured the capitals of Europe in recent weeks on behalf of the man whom he worked alongside for more than a decade in Downing Street.
